Context of Role

The International Planned Parenthood Federation (IPPF) was founded in 1952 and currently has 150 Member Associations (MAs) and Collaborative Partners (CPs) with a presence in over 146 countries. IPPF is a global healthcare provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all with the vision that all people are free to make choices about their sexuality and well-being, in a world free from discrimination. IPPF recognizes that the achievement of the highest attainable standard of sexual and reproductive health (SRH) is not possible when gender equality and human rights are not respected, protected, and fulfilled. The IPPF office in East, Southeast Asia and Oceania region (ESEAOR) supports Member Associations in 22 countries. 
 
IPPF ESEAOR is seeking a Performance, Learning & Impact Senior Advisor (PLI). The PLI advisor plays in a crucial role in overseeing and developing the utilisation of targeted performance metrics and builds and drives a culture of learning to deliver maximum impact working across the Region and as part of the Global Performance, Learning & Impact team. The PLI advisor will:
 
  • Empower Change: Build capacity and provide hands-on support to MA teams, equipping them with the skills and tools to collect, report, and analyse data effectively. Empower teams to make evidence-based decisions that drive sustainable change.
  • Inspire Progress: Lead the tracking of implementation milestones, ensuring MAs are supported to achieve program goals.
  • Foster Collaboration: Facilitate seamless communication with Secretariat staff and MAs to share data and foster a spirit of shared purpose and innovation.
  • Cultivate a culture of learning: Support MAs to capture key learnings and results.
  • Contribute and participate in IPPF’s global priorities and initiatives.

Role Purpose

Deliverables

1. Member Association M&E, Data Support and Capacity Building.

  • Provide technical leadership and backstopping to Member Associations (MAs) in the design, implementation, and continuous improvement of M&E systems, tools, frameworks, and processes aligned with the IPPF Strategic Results Framework.
  • Develop, adapt, and roll out program-specific M&E tools, indicators, results frameworks, and reporting processes, including DHIS2 and eCMIS, incorporating global tools and sector advancements.
  • Build MA capacity through training, mentoring, and ongoing support in data collection, management, verification, analysis, and effective data use.
  • Review MA business plans, program work plans, and strategies in collaboration with programme management and technical teams to strengthen monitoring, learning, and performance tracking.
  • Advise colleagues, partners, and stakeholders on emerging approaches and best practices in Planning, Learning and Impact (PL&I), supporting corrective actions to address data and performance gaps.

 

2. Data Quality Assurance and Systems Strengthening 

  • Monitor MA data use, system functionality, and reporting through DHIS2 and electronic Clinic Management Information Systems (eCMIS).
  • Ensurehigh standardsof data quality assurance, including routine verification, validation, and cleansing, to ensure performance and evaluation data areaccurate, current, complete, and consistent for decision-making and reporting.
  • Strengthen andmaintainrobust, transparent, and harmonised data management systems in close collaboration with the IPPF Regional Secretariat.

 

3. Data Analysis, Reporting and Evidence Generation 

  • Generate, analyse, and synthesise quantitative and qualitative data to inform programming, decision-making, accountability, and learning.
  • Package anddisseminateMA and regional program results to MA leadership, programme teams, donors, IPPF, and other stakeholders.
  • Lead or contribute to donor, organisational, and restricted-project reporting, including the forensic review and verification of country-level data and attribution of results.
  • Provide regular written updates on key M&E findings, trends, and performance against targets and indicators.
  • Lead or commission qualitative research and analysis to strengthen evidence, innovation, and leading-edge thinking across programmes.

 

4. Learning, Knowledge Management and Networks 

  • Support MAs and IPPF Secretariat teams to use program data for internal learning, adaptive management, and continuous improvement.
  • Develop evidence briefs, learning products, and best-practice documentation for internal and external dissemination.
  • Contribute to programme and project learning agendas, ensuring systematic capture and use of lessons learned.
  • Build and strengthen regional networks and partnerships to promote a culture of continuous learning and data-driven programming.
  • Participate in global initiatives andimplement at the regional level 

 

5. Restricted Projects Support 

  • Provide oversight of monitoring, reporting,attributionanddata quality for restricted projects
  • Support MAsparticipatingin restricted programmes to collect,consolidate, analyse, and report service statisticsand data on project indicatorsina timelyandaccuratemanner, aligned with approved results frameworks.
  • Track performance against agreed targets and support evidence-based course correction and accountability.

 

6. Collaboration and Teamwork 

  • Build and maintain effective, collaborative working relationships with staff, partners, and stakeholders across the Federation.
  • Contribute to regional and global coordination, meetings, and working groups as required.

 

7. Other Duties 

  • Undertake regional travel to provide technical assistance and capacity building support to Member Associations.
  • Carry out other reasonable duties asrequired from time to time.

Essential Skills

  • A minimum of an undergraduate degree or equivalent in international development, public health or another related area. 
  • Relevant qualifications in related discipline and/or significant experience in M&E, data management, ideally with a focus on data for SRHR, health or other areas in international development.
  • Track record of excellent M&E implementation at regional or national level in programmatic and can development sector setting.
  • Evidence of developing and using digital tools and systems to enable effective performance tracking, evaluation and knowledge sharing. 
  • Experience embedding standards and performance measures delivering tangible improvements to benefit impact and performance. 
  • Excellent analytical skills with an eye for detail and evidence of using quant/qual data to inform decision-making. 
  • Excellent writing and presentation skills with evidence of coherent, evidence-based reporting in English. 
  • High level of organisational skills, planning and time-management with the ability to adapt to changing needs. 
  • Strong training and capacity-building skills to uplift and empower MA staff, even from a distance. 
  • A collaborative mindset and the ability to navigate diverse teams and stakeholders with empathy and professionalism.  
  • Ability to connect, communicate, and inspire across digital platforms.
  • Pro-active, collaborative, ability to develop strong professional networks and able to adapt/work with people from different cultures and backgrounds. 
  • Excellent IT skills.
